New Delhi: The National Human Rights Commission (NHRC) has issued an advisory on women’s safety at workplaces and public spaces, urging Union ministries, the Railway Board and state and Union Territory administrations to take coordinated action to strengthen protection measures.
The advisory has been sent to 10 Union ministries and the chief secretaries and administrators of all states and UTs. The NHRC has sought action-taken reports within two months on the implementation of its recommendations.
The commission noted that women’s safety remains a concern despite stringent laws. It cited women’s labour force participation at 34.6% in September 2026 and around 4.4 lakh crimes against women reported in the latest NCRB report published in 2026.

The advisory identifies eight focus areas, including awareness campaigns, safer infrastructure, bystander intervention, police response, survivor support, cybercrime prevention and long-term reforms.
The NHRC said safer workplaces and public spaces are essential to ensuring women’s equal opportunities and enabling their fuller participation in the workforce. The detailed advisory is available on the NHRC website.
