NEW DELHI: Amid continued tensions in India-Pakistan relations, India has invited all 10 member countries of the Shanghai Cooperation Organisation (SCO), including Pakistan, to participate in the SCO Civil Dialogue Forum scheduled to be held in New Delhi from November 20 to 22.
However, it remains unclear who will represent Pakistan at the event. There is no confirmed information yet on whether a Pakistani minister will attend the forum.
The event is being organised by the Union Ministry of Culture in collaboration with the Ministry of External Affairs. Its primary objective is to strengthen cultural ties among member countries and promote people-to-people connections through shared traditions, art, literature and historical links.

The SCO provides a regional platform for its member states to engage on issues concerning security, economic cooperation and cultural relations. The upcoming forum is expected to focus on cultural exchanges and opportunities to deepen mutual understanding among participating countries.
Pakistan’s inclusion in the invitation list has drawn attention against the backdrop of strained bilateral ties. The invitation, however, should not be interpreted as an indication that relations between New Delhi and Islamabad have improved.
The extent of Pakistan’s participation will become clearer once Islamabad confirms its representative. Any ministerial-level attendance would also depend on Pakistan’s official decision regarding the event.
The forum offers an opportunity for SCO member states to engage through cultural dialogue, even as political and diplomatic differences continue to shape relations between some members.
Further details about the participating delegations and the programme are expected to emerge closer to the November event.
